It took some 5,000 soldiers nearly a month to calm the violence in one overcrowded prison that killed 22 people. That put the prisons' issue high on the political agenda ahead of Venezuela's presidential election in October 2012.
About 130 prisoners were burned or hacked to death with machetes during gang fights at Sabaneta, in 1994.
